Well, this is the tweet I think you're probably talking about:

Looking at this, most likely Vol 13 is going to be a single arc, and then Vol 14 shifts to Kyoto and Nara. (Which are both lovely places in real life.)

i think 1 vol is to short for 9nc, maybe we will get vol 14 about 9nc arc that will held in kyoto

and vol 13 about internal school tournament to decide who will representative 1st high at 9nc, since Tatsuya Azusa is the pres she maybe make new system to decide who will representative

Nah i think steeple chase will be 2 vols. means from kyoto to nara is the second part, and @ the same time they are being attack by Zhou and Koichi. While Tatasuya is participating its Miyuki's time to work on the shadow

Personally I beleive/speculate that Steeple Chase arc will be one volume, and the next will be set with a field trip to the said locations.

The title translates as The Poor Performing Student of a Magic High School or The Irregular at Magic High School, and since the plan is to make Miyuki head AFTER she graduates, your probly right here........That is, unless something unexpected happens to Maya.

Same here, and theres enough material that he can keep it interesting, then again it depends on how it ends

In the series A Town Where You Live(KNIM) the MC moves from his town all the way to Tokyo, so sometimes title can be irrelevant.
