Probably just the expression. C.C. doesn't get shocked by too many things and the only time she's looked THAT shocked is in the first OP for season 1. I guess C.C. with lost memories had that kind of adorable face as well though.

If I'm not mistaken that's supposed to represent the "moe C.C", atleast the expressions are a lot like those of inocent/clueless, which are very different from even surpised "normal" C.C.

And well, moe C.C resembled Shirley quite much tbh

"Moe C.C." is what I referred to as C.C. without her memories. And you have to agree C.C. in the first OP for Code Geass has almost the exact same expression even though then she still had her memories.
