Nami's the strongest female in the series. Why? Because.... (slight spoilers):
Spoiler:
And yes, Whitebeard is indeed the world's strongest (old) man. Both the manga AND anime say this (don't let the life support equipment and hot nurses fool you!). Though, this is bound to change when Luffy eventually faces him.... |

Iwas trying to at least show some deacency to those that might read here and not want a spoiler. If you checked the spoiler I stated that, and by not drawing attention to where he is in the manga already downplays anyone not wanting to know what his role is.

The problem is that some people merely forgot who Garp is or didn't read the cover stories, so by putting that all under a spoiler, you leave those people without any answer unless they click on the spoiler. If people want to know who Garp is without being spoiled, all you need to say is he's a a vice admiral that took Coby and Helmeppo under his wing in the Coby-Meppo cover story or mini arc.

Captain Kuro (Kurahadol), was possibly a stronger opponent to Luffy than even Kreig was. Hell Axe Hand Morgaine even got his position for his capture of a fake Kuro, which would entitle us to believe that at one time, Kuro was possibly the largest threat in East Blue.
On the other hand, we know that East Blue is the weakest of the Blues, and that Kuro was more known for his intellect than his actual fighting abilities (which were pretty good still). Although comparing him to current arc characters, he's barely a Soru using assassin, making him below the level by far of anyone in the CP9 crew. Kewl as he may of been, and as secretive as his defeat by Luffy's hands to the rest of the world, he wasnt worth anything in other parts of the world (which may be the key reason to him having decided to give up the pirate's dream). |

Heh, interesting that Garp was mentioned, especially with the recent... events in the manga. Yeah, I'm very sure that he's a powerful one....
As for Kuro, his only strength was his speed. I'm sure that all of the other East Blue villains (even Buggy and Morgan) beat him in the physical strength department.... |

His name is Kuro my friend. And he is HOT!!!Sorry....back to the subject. You are right...his only strength is his speed. Not like human strength like ZOLO!!!! anyways....so....Kuro isn't really that strong. My vote still goes to Zolo......well...also Krieg and arlong. They are pretty strong. They were a really hard compitition against Luffy.
