Because not all of them can. Cloud ninja are just that badass. Gaara could not control his demon, and it's said in dialog that only three people have ever been able to fully control their demons.

It's because they do not enjoy conversation, and sunglasses can be used to tell people "Don't talk to me." Shino covers up his mouth and wears a hood for extra effect.
