Alrighty so the type of anime i'm seeking would be something that has a character either protagonist or antagonist ( it can even be a secondary character) that is somewhat similar to The Joker in personality. As in derranged, charismatic to a degree, intelligent, etc
Only character I've seen that came sorta close was Mad Pierrot in Cowboy Bebop but he was a 1 episode character

Have you seen both versions of Hunter x Hunter? I think Hisoka fits the bill for the characters you're looking for.

Well, Baka Test is a through and through comedy show, so I dunno if that's what the OP looks for.

Baccano and Durarara has lots of characters like this.

Gauron from Full Metal Panic is a pretty obvious choice.

Dio Brando from Jojo's Bizarre Adventure

Accelerator from the second season of A Certain Scientific Railgun/first season of A Certain Magical Index probably counts.

There is Jake from Tiger & Bunny

There is Stein in Soul Eater

Mirai Nikki would be another anime/manga to check out.

Gankutsuou? Granted, Everyone knows the story, but the execution was pretty good I thought. A better adaptation of the book than the movie was IMHO (though of course the book is an all time classic).

How about Johan in Monster? He's crazed yet charismatic as well.

Some shows have one antagonist like that, but not all. I'm thinking of characters like Riful in Claymore (perhaps my favorite character in that show) or Kakihara Kohei in Nijuu Mensou no Musume. These are often late "bosses" in shounen series.
