Kudo Minoru has Miyuki level magical talent, but at the cost of like the Itsuwa tactical magician's weak body - arguably worse, Minoru is bedridden 25% of the year. The Parasites and this year's 9 school battle is involved in attempting to change that weak body.

It's not a gender-restricted event. But unless there are changes later down the book, year 1s can't participate in the event.

I was busy just now and couldn't post this earlier from my phablet.
Now that I'm home, here's the new 9 School Competition Event Breakdown:
Note that the struck-off events have been arbitrarily arranged.
1. Ice Pillar Break: Further divided into solo and pair categories.
2. Mirage Bat: No change.
3. Monolith Code: No change.
4. Speed Shooting Rower and Gunner:
Further divided into solo and pair categories.
In the pair category, one person acts as the 'rower' of an unmotorized boat along a water channel, and the other acts as the 'gunner', who will shoot down targets either on the banks of the channel or moving on the water channel itself. Both the time taken to reach the goal and the number of targets shot will determine the score.
In the solo category, a single person acts as both the 'rower' and 'gunner'.
This event was derived originally from USNA's naval training menu.
5. Crowd Ball Shield Down:
Further divided into solo and pair categories.
Participants holding shields will battle in an elevated arena. Winning conditions are either one of these: (a) destroy opponent's shield, (b) steal opponent's shield, (c) cause opponent to drop shield and unable to recover it for 5 seconds or more, (d) knock opponent out of the arena.
A participant can use both physical (either with his body or the shield) and magic attacks on the opponent's shield but only magic to knock an opponent off the arena. Physical strikes on the opponent's body are not allowed.
6. Battle Board Steeplechase Cross-Country:
An obstacle course in the forest where participants compete by time taken to clear it. Originally derived from infantry training menu. Obstacles can be natural or man-made. They can be automated gun emplacements or magic obstacles. As Flere's spoiler mentioned, Steeplechase is restricted to years 2 and 3.
Other notable rules:
1. A participant can only participate in one event with the exception of Steeplechase. In other words, if a student enters any of the first 5 events listed, he or she can only enter Steeplechase as a 2nd event.
Other notable info:
1. According to Tatsuya's monologue, the new events require quite a variety of magic.
2. Steeplechase is not something that high school students should be competing in. Steeplechase is a high risk competition and in the event of a mishap, may cause the students to drop out of magic school.

6) The bit about Mikihiko suspecting the Kuroba twins are from the Yotsuba family.
7) Newcomers division, the Kuroba twins dominated. Fumiya curbstomped Shippou. Mikihiko is almost convinced the Kuroba twins are Yotsuba.
8) While Steeplechase is on Tatsuya is called away by Kyouko for a job.
9) 9SC ends, Miyuki as female MVP, Ichijo as male MVP.
10) after Kyouko's job was done the Yotsuba sent Tatsuya on a different job. Zhou wrecked the Kuroba family head's arm during his escape, though Tatsuya used Regrowth on the Kuroba family head to save him.

Wow, that was pretty fast paced, especially considering all the conspiracy hidden behind conspiracy hidden behind even more conspiracy. And people in novel really do consider Tatsuya a dangerous individual who has a habit of going on rampages or getting into trouble. Thankfully he's not as bad as Trevor from GTAV
Random Interesting V13 bits
-They were smart enough to actually limit flight magic use or outright ban it.
-Fumiya's specialty is confirmed to be his MI pain inducing magic. I think it said he uses Non-systematic Phantom Blow like Tatsuya, but sneaks in a weaker version of his MI magic to one-sidedly K.O. everyone in Monolith.
Ayako's specialty is Convergence-type magic. She uses her pseudo teleport to dominate Mirage Bat and has a pretty good convergence type stealth spell. Its said Miyuki is still stronger than her with this type of magic but Ayako can use it on a much larger scale than Miyuki.
-Tatsuya STILL hasn't been able to finish analyzing the relic but FLT has finished the completely thought-operated CAD mentioned in the previous novels. Seems the 2 biggest CAD giants already announced theirs first though.
-Tatsuya's office skills are so Boss he is required to leave student council activities early, otherwise no-one else would have any work to do and the newcomers would gain no experience.
-Azusa began preparing for the 9SC early based on the original events and got pissed, as seen in the image, when she found about the sudden changes. Isori starts to comfort her and of course pisses off Kanon.
-Yakumo was quite involved and present at the 9SC
-Not much elaboration on the Rozen plot but interestingly enough, Kent relays to Tats and Miki he saw the Rozen Branch Head chatting up Leo.
-The Prime 4 are battle robot dolls made a good while ago by the 9th Institute
-7th High dominated the first 2 days in the events
-Tatsuya's invincible engineer legend remains intact.
-Erika is officially a tennis club member. But spends more time unofficially with the Kendo club.
