I'm seeing more of Fate in that drawing more then Nanoha. maybe because of the blond Double side hair and the lack of Barrier Jacket.

Since it's the fusion dance, the name would use part of the younger one first. So it depends on how you look at it... Technically Fate is younger as she came into existance later than Nanoha, but I dunno about their official birth dates.
