So next episode they take a ship. Also, how many allies does Dio have?

Without going too far into spoilers and going with what you have seen so far, just about as many underlings as there are tarot cards (sans the cards representing the protagonists).

To be fair to Joseph, ACDC tried to inject his hot body fluids in Joseph with his tentacles. Anyone would be traumatized.

Well, Jonathan is on-par powerwise as Dio in part 1. Pillar Man are orders of magnitude more power than Dio was. Joseph isn't as powerful in Ripple, nor as skillful in battle as his grandfather. That's why he resorts to creative solutions.

It is the matter of personal opinion.
Someone believes Jonathan is the strongest(due to his sense of justice).
Someone believes Joseph is the strongest, since he defeat the vampire's predators. Joseph is much older now. If he is at Jotaro's age, he would steal other people's line. He can predict other people is next action several minutes ahead.
example:
Raito Yagami: Even you have muscles...
Joseph: You are going to say, "but I am God"(pulling out ablack note).
Raito Yagami: I am God. How did you get that note?!

Well, considering that Joseph got proper Ripple training from Lisa Lisa (a much tougher one than Jonathan's) and had to fight off the Pillar Men, who were strong enough to wipe the floor with Phantom Blood Dio (not know about Stardust Crusader Dio) I'd say he definitely was the strongest. He still needed his tricks to fight on equal grounds with monsters like Wham and Cars of course, but that's just because they were THAT MUCH more dangerous than a mere vampire. Joseph in his prime > Jonathan in his prime. Then of course, now he's old and much weaker, and Stands are the new fad. Ripple is SO LAST SEASON.

I wouldn't say that Stands are necessarily stronger than the Ripple, just that they change the way battles are fought.

It seems to me that Ripple training is a lot more useful in general then most Stands. Of course it may lose in pure power but it has so many utility abilities such as retarding aging that I would rather have Ripple power.

Is there ever an explanation on what happened to Joseph? Unless he is supposed to be going senile. He acts more like Speedwagon then himself.

He got old. He's almost 70 now, he can't act like he did in his 20's anymore. As for him being the Speedwagon of this part, that's because he stopped training in the ripple and has the shittiest stand of all time. He can only be a spectator most of the time.

What a way to undermine Joseph. His young self is my most favorite Jojo . Well at least I can understand that he's too lazy to continue training Ripple after a very long time not encountering vampires

Joseph is my favorite too. Araki had to nerf him so much because he would have totally stolen the spotlight from Jotaro otherwise.
