Well, it has been documented that Eunuchs (ranging from Egyptian - Roman - Aztec to Chinese), considering their lack of conventional "equipment", substitue their shorcomings by adopting the "female" role to attain sexual pleasure.

Oh, it has been well documented that many Chinese Emperors (and in the case of Wu Zer Tian, Empress) are functionally bisexual, liberally taking lovers with multiple concumbines AND Eunuchs. Well, wouldn't Kallen be the only healthy relationship he could have? Shirley would be out of guilt and C.C. I think might be out of pity for all her suffering and lonliness. Kallen doesn't have any such problems and she is the most normal. C.C. is too old and strange of a person for Lelouch. She also made it clear to Kallen that she was completely out of Lelouch's consideration and at several points made it clear she wasn't interested.

Lelouch and Kaguya sounds like the best pairing. Only a moron wouldn't want a young wife who not only has no problem with him having Kallen and C.C as mistresses but I wouldn't put it past her to bring Tianzi in on it too. After Li kicks the bucket of course. Then he just has to boot Nunnally and Britannia out of Japan, put Kaguya in charge and he's free to have every woman in Japan, aslong he satisfies Kaguya regularly. And all the Chinese women too thanks to Kaguya's tutelage of Tianzi. Hell he could even go the whole nine yards and put Nunnally in charge of Britannia and go the incest route, that's 3 empires of women.
