We have yet to see if the villains in Space Battleship Yamato 2199 live up to their reputations. But the new character (head of the Gamilas Imperial Guard) Gimleh is quite bad as seen in the preview of the first half of episode 15 (starting at about 0:40 to 2:30).
(Will be up until April 12th) No telling on Emperor Dessler yet.

Ok folks, to better appreciate your input, I have listed (hopefully) all of your addition since this thread was first made. Remember that the lists below are solely based on opinions. Thus, the same character can be listed in both “Great Villains” and “Failed Villains” lists. I hope I don’t miss anything. Tell me if there’s a mistake in the characters’ names or the sources. As for those who suggested IRL “villains” (e.g. George W. Bush), that wasn’t my intention when I made this thread. I will still add them to appreciate your input, but I hope there won’t be anymore IRL figures mentioned here . Anyway, the lists will be updated whenever there’s a new input. You can see the updated lists in the first page of the thread to make it more accessible.
Thank you for those who have shared their opinions, and I hope it won’t stop here. All your input have really broaden my horizon. NOTE: Please be aware that the lists may contain spoilers. Spoiler for Great Villains:
Spoiler for Failed Villains:

Well, there are a lot of failed villains, so I won't talk about them, but if it's about great villains... Well, these are my favourites, but just to name a few:
Akio from Revolutionary Girl Utena immediately pops into my mind. God, how I loved to hate that guy... Then I found out about his story and felt sorry for him. But I still hate him. But I do feel sorry for him... It's like an endless loop Lad Russo from Baccano, I mean, seriously, how can you hate the guy? He's awesome. Actually many of the people in the story apply, like Claire Stanfield. The villains from Once Upon a Time — Rumpelstiltskin and Regina/Evil Queen. Jim Moriarty from Sherlock, now that's what I call a great villain. Rarely do we ever see great villains like him anymore... Ok, my mind just seriously went blank O.O I'm sure there are great villains that I can't remember at the moment, but these are the ones I managed to remember now.

^ Okay, added to the list .
Note: As for "failed villains", you can also mentioned those villains you consider over-hyped but failed to deliver. Just like the discussion some members had here a year ago. For example, some members already mentioned Sephiroth as a "failed villain" coz he lack character, etc.

I think a general consensus reason for their status in both lists is in order.
Great Villians: 1. Spoiler for Spoilers for Umineko:
2. Scar: Sinister, yet darkly charasmatic. One of the most successful Disney villains. 3. Omega (Mega Man Zero 3): At first he seems to be a generic KILL MAIM BURN psychopathic robot, but his real charm comes from the narrative side (note: you had to have played the classic and X series to get the most of him). Spoiler for Spoilers for MMZ3:
4. The Boss (Metal Gear Solid 3). Here due to the twist regarding her being one of the biggest heart wrenchers in recent gaming. 5. Gorghutz and Kaptain Bludflag (Dawn of War): Loud, barbaric, and incredibly funny. The later is a hat obsessed Ork Pirate packing some insane logic (this coming from a race in 40k who's vehicles move faster by painting them read because they think "red goes fasta"). Could have been great: 1. Araghast the Pillager (Dawn of War II: Chaos Rising): This villain had everything going for him. Good intimidating presence, a bolsterous, yet charasmatic voice, and all the traits that made him the best representation of a Khorne style Chaos Lord. Unfortunately, he suffers from the same problem that brought Darth Maul down: anti-climax. Araghast died WAY too soon and his boss fight was too easy. On the bright side, he's still very well loved by the DoW fan base 2. Darth Maul: Excellent presence and very scary. Alas he was severely under utilized and died too soon. |

All those three issues piling up making it rather difficult for me to grant your request (even if I wanted to). That said, I can still add some kind of “poll result” in the list to know how many people in this thread view certain villain as great or failed. So, for those who are interested, you can check the lists on the first page and give your vote to the villains in the list (as well as adding more villains in the lists) by posting the names of your chosen villains. One member can only vote once, but that one vote can be given to each or all villains in the lists (kinda like how Dragon Ball can only grant one wish, but able to bring back a lot of people from death at once). For those who already suggested some villains can go back here to vote for others villains. With this, I hope you find it satisfactory, magnum12 . So here's the updated lists (with vote numbers) from page one: Spoiler for Great Villains:
Spoiler for Failed Villains:
Emperor Palpatine (Star Wars) is leading the "great villains" with 5 votes Darth Maul (Star Wars) is leading the "failed/could've been great villains" with 3 votes
