Considering the canon portrayal, some of them is not above it... but they're humans and...err, have needs. Sooner or later, they're going to broke it, whether Ichika started it or the girl, since we knew Ichika isn't exactly chaste.

This is also played slightly seriously to highlight Values dissonance (similar to Naruto fandom, in fact). It's okay for a 13-15 years old teen to enter military academy or enlist, but it's still weird for teens of that age range to have... well, sex.

In the original, relative peaceful universe, all Japanese prefecture has it's own 'legal' standard, ranging from 16 to 18. With Human population reduced to less than 2 billions, those local standard disappeared and the 13-years age of consent applies again.

Exactly, it's doesn't actually matter from legal perspective. Even AU!Ichika feels it odd that they are freaked out (though he didn't know they have ONS instead of simple flirting) and remarked it's not a crime. Further, being a Military pilot, Dan is legally considered an adult.

On the other hand, I.S.A. student from F!Ichika universe is bothered, greatly.
