Of series completed in the past year or two, I'd nominate

Ghost Hound, also by Production I.G with often beautiful animation, an intriguing story, and a phenomenal sound track.

Mononoke - almost psychedelic at times but extraordinarily artistic; four short stores about an apothecary in 19th century Japan who fights demons

Dennou Coil - even the more conventional scenes like classrooms are lovely, the characters are drawn in an extraordinarily simple yet effective manner, and the sound track won my personal "best of 2007" award

Older series

Twelve Kingdoms - also set in a fantasy Asian empire like Seirei; many lovely scenes, though not up to the standard of Seirei, but then not too many studios have the resources I.G could devote to that show

Tweeny Witches - one of the most spectacularly beautiful shows I've seen; while the protagonists are young girls the story has a very dark edge that will appeal to adults

Many anime movies have beautiful animation; I'd recommend Mononoke Hime. The scene early in the movie when the hero rides his steed through a forest with dappled lighting prompted me to take anime seriously as an art form.

Black Lagoon

Between shooting and fighting there's a moment of peace to view a nice beautiful Southeast Asia sunset. A kodak moment one would say.

i second ef ~ a tale of memories... the scenery isnt that different from other school life animes but the animation is pretty good and original in some parts. And the plot is pretty good too.

Black Lagoon is a good one too but once again we are talking about good animation not scenery.

You can find some nice scenery in Tsubasa Chronicles but it gets kinda repetitive after some episodes and you might need some info from Sakura Card Captor to understand it completely.

If you enjoyed Clannad then you'll probably want to check out the other works by Kyoto Animation.
- Kannon 2006
- Air
- The Melancholy of Haruhi Suzmiya
- Full Metal Panic

As far as scenery goes, surprisingly Aria and Macross Frontier have very good background art.

Those who can understand raws and want nice sceneries: go and check out Porfy no Nagai Tabi. It's got beautiful depictions of Greek and later Italian cities, though unfortunately not one episode has been subbed yet.

As for the subbed series: I'm seconding Dennou Coil and Mahou Shoujotai, along with le Chevalier d'Eon, Bakumatsu Kikansetsu Irohanihoheto and Tenpou Ibun Ayakashi Ayashi: three historic series with excellent visuals.

ARIA has some great scenery (think Venice). It's a beautiful anime all round.

I was just about to respond to the "Mushishi's character drawings are weird."

It's one of the most beautiful animes I have ever seen. Hopefully you'll enjoy it as well, happy watching.

Mushishi, Kanon 2006, and Ef~A Tale of Memories are pretty great. Took me a bit to get into any of these series, but they all were great.
