Kaori is probably leading Tenri on thinking Keima has no interest in her, so that when the "truth" comes out that Keima doesn't really like Tenri, a gap will appear in Tenri's heart for a Weiss to take over.

What what... He is kami because he has so much love for all his girls, a love only Keima can give

Look at how many girls he has conquered and "loves" he even has both the 3D and 2D world.

On a more serious note, it's actually I good plan and a nice idea. However the only flaw I see and the angle I think this will go is that Kaori firstly is underestimating Keima especially because she thinks she has the upper hand. And secondly Tenri is being also underestimated in the sense that creating a gap with Tenri will be that simple.

Child Keima did pretty well in leading Tenri safety through the cave... well, at least until the earthquake and Weiss escape happened.

Maybe Kaori is just smart for her age like Keima.
