Some others have answered that question previously, but in short I think you can watch it, as the series is relatively self-contained.

Certainly the story of the "newbies" in StrikerS is all contained in this season. There is however a lot of back-story about Nanoha, Fate, Hayate, and the Knights (Signum, Vita, Shamal, and Zafila) in the previous seasons. You will understand their personalities, and there interactions with each other better if you see the other two seasons first.

All that aside, the first two seasons (Mahou Shoujo Lyrical Nanoha, and Mahou Shoujo Lyrical Nanoha A's) are just excellent shows, and worth watching in their own right. So, why would you not watch them?

Eh, the "loli" aspects of Fate in the first two seasons are I think vastly overstated. Sure, it's there is you are looking for it, but it's not over the top or offensivly presented. Some series are very "in your face" at presenting loli characters as sexual objects, with lots of suggestive scenes and actions. That is never the case with Fate. I found Fate much more intersting as a personality than as any sort of "lolicon" fantasy.

Ahh, the downsides of the loli tag. You can safely ignore any of the negative implications of the loli tag when Nanoha is concerned, trust me. There's no such thing as 'older people in love with the main char' or anything like that.

It's been stated that it is difficult for mages under the rank of "A" to fly. Some took this assumption a bit too far, but that's the general idea.

It is also can be assumed that 'flight' ability training are only opened to those A rank or higher...

Or maybe 'A' rank means the amount of mana a person has? Flying takes up a lot of energy I suppose, since not only you have to move around without using reaction forces, but to oppose gravity as well.

Possible.

The rank is a combination of raw power and skill.

Being an AAA rank mage, Nanoha probably relied on her huge magical source to maintain flight for the first time, rather than skill which she lack greatly back then.

Think of them as the 'official' level of a mage... It is a mix of the mages' magic potential, as well as their skill in using magic spells.

The ranking goes from F to SSS+

Is there an F rank? I guess it would make sense if there were. I always figured that D was a trainee, C was a normal grunt, and anything higher than that is just getting more and more elite.

Well, maybe F rank would be a normal, non-magical person.

the complete list of rankings would be: F, E, D, C, B, A, AA, AAA, S, SS, SSS. Plusses and minusses can also be added to each rank.

so nanoha-and thus fate-is no even a S level mage?(someone said AAA)i tought they were among the strongest,both of them.i'm disapointed.

Nanoha and Fate were AAA in A's(Chrono, I believe, was AAA+). They're S+ in StrikerS, and Hayate became a SS(apparently the highest acheivable by human).

Nanoha and Fate ARE among the strongest. I imagine there's only a handful(if even) of SS-rank mages.

According to MoonPhase there are 7 station airing it,Wakayama TV being the earliest broadcast.

Not too sure about why the raw quality so bad, i heard the 1st few broadcast area has crap raw (encoding?).
