I think it refers back to her comment about being tiny and flat-chested, but it's been a really long time since I've seen the series. I was still in college!

Try running it through Google Translate ... if the translation I got was even marginally close to accurate, this guy has my vote and money for anything he does. Basically, he feels Madoka is " excellent thoughtful animation for adults" (using adults to mean anyone who can connect the dots properly -- which eliminates some people between the age of 18 and 130). Browsing his website, I get the feeling he thinks more adults SHOULD be watching this kind of series.

I actually thought along your lines and interpretation -- that it was a generally positive analysis and an interesting comparison to politics. Seitsuki's comments just seemed very different when comparing it either to your take or the Google babelfishery.

In Amazon.co.jp website at the front page there is this letter looking like image with writing on it. I'm guessing it's related to the events that are happening in Japan right now but what exactly does it say ?
