I wonder how they managed to launder all that cash? Through some bank from another "unexplored dimension" outside the TSAB's jurisdiction? Earth too is one of those worlds, but it's too risky for them to do it in Nanoha's homeworld.

Alternatively, they could just sell them in a dimension where drugs are not outlawed, and the TSAB can do nothing about it, providing they don't have laws about banning their 9-year-old mages from selling narcotics.

It is also the reason why Nanoha has "no compromise" attitude towards enemy/ally in battle/training, just blast through them and hurry back before withdrawal symptom pop out
