The answers to your questions would be no and no, although weirdly enough the GBA RPG is on the top 10 requests list at GameFAQs, and every new Gekitou Ninja Taisen game tops the import lists pretty quickly, so there's obviously a lot of interest.

First question is no, second question is a maybe.
If naruto get's licensed, then there's a chance that the games will come abroad aswell.

By that time, the PS3 will be prevalent. So the answer is still no.

In any case, you need almost zero knowledge in Japanese to play them both. It's just a beat'em up afterall.

This is not true for the PS2 games where there are missions with very specific victory condition such as performing 6 kawarimis and winning by a time out with more health and chakra than your opponent. All the instructions are in japanese and without a good FAQ to help you along or the ability to read japanese you won't make it very far at all.

Gekitou Ninja Taisen 2 for the gmaecube is pretty straight forward on the other hand and you can play it with literally no knowledge of japanese. I have heard that GNT3 on the other hand will have victory conditions similar to that in the PS2 games although I am still waiting for my copy to get here (hopefully tomorrow) so i can't confirm that this is true or not.
