I think the manga will further reveal the political situation over time; but yes, the map is a start.
Right now in terms of world-building there's only Sisters and Gazelle that are clearly factions, and the main issue of this world seems to be the incurable Troi. And name-dropping on some racial distinctions, but those aren't detailed yet. An inconvenient war seems like a good plot twist though. However, I personally don't think the "scarcity of nation-states" is something that will become an issue. Those states are likely to correlate with any major racial distinctions that the author will make, if he or she will focus on it at all (manga are not known for intricate world-building). Not many fiction authors have the guts and insanity to imitate Austria-Hungary anyway; I mean, The Kingdoms and Lands Represented in the Imperial Council and the Lands of the Crown of St. Stephen.
