Yes, he has a main love-interest. Who he actually confessed to and is now dating, while the series has no end in sight. And his girlfriend has stated her intention to manage his harem. That the author himself said he was going to get. Read it, it's as awesome as it sounds.
Flere, how does the school react to Subaru's accouncement? Do they talk about S4 and the Alliance or what Jiro's friend says?
The volume ended in the middle of Subaru's (and Jiro's) stunning announcements, we have no idea what their reactions are right now.

Alright folks, I've summarized the 1st two chapters of Vol11. Burned myself out, gonna go sleep soon, so enjoy what I have so far:

Ch1
Jiro’s treated at the hospital. He came out, saw Ichigo was waiting for him and was busy knitting a cardigan for Kanade as a Christmas present. She also knitted a scarf for Jiro as well. Jiro accepted it, but then Ichigo asked what did he talked about with Kanade in the room. Jiro can’t tell Ichigo about Kanade’s confession, otherwise he’ll be murdered by the yandere. Jiro was subjected to strangling, before Shure showed up… in a santa suit with miniskirt. It’s something her family has due to being a toy company, and she’s wearing it since Nakuru threw a party to try and cheer Kureha up. Jiro’s thinking if Santa showed up looking like a girl in a miniskirt, he’d definitely say something like “Instead of a Christmas present I’d rather have you” – that’s how devastatingly good-looking Shure is.
Ichigo asked why is Shure here, and Shure said Kanade asked her to come and check up on Jiro. Kanade foresaw Ichigo trying to do something to Jiro and made sure there’s a witness to prevent anything. Shure chatted with them, and it turns out Shure is in the same class in high school as Ichigo. Ichigo hardly shows up to school (due to her maid duties that Ichigo refuses to leave behind) the Arts and Craft club ended up turning into something like the circus with their member’s athletic abilities by Shure’s influence. Ichigo snarked Shure never improved her art skills despite joining the club for all these years. The two met back in primary school 2nd year, they’re childhood friends. Ichigo gave Shure a pair of gloves, looking like cat paws.
Shure’s feeling a bit guilty Jiro’s hurt, since she was the one that pushed him to keep walking despite being down. Jiro said it doesn’t matter, and it’s thanks to her that he can keep going.
Kanade called Ichigo, telling her to go straight back to the mansion. Kanade and Subaru is back to just by themselves before Ichigo showed up. Before Ichigo left, she asked Jiro to not let Kanade get hurt.
Ch2
Jiro walked back to Usami’s apartment (he still lives there, his house isn’t fixed yet), thinking about Kanade and Usami’s confession and how to reply to them. Usami, Kanade, and Subaru was waiting for him, and in the meantime Usami’s constantly being trolled by Kanade and losing at card games.
Kanade declared they’ll be living with Jiro and Usami from now on. Kanade had Subaru broke a hole open in one of the walls so they can move across apartments. Kanade explains this is because both herself and Usami had confessed to Jiro (Kanade took this time to troll Usami even more, teasing how passionate Usami’s confession to Jiro was – Subaru had told Kanade about Usami’s confession), but before anyone can take Jiro for themselves they need to cure his gynophobia first. So all three of them will be helping him get over that.
Jiro broke out in cold sweat after hearing that. None of the three here is good for him, with Subaru being a dojikko and doesn’t realise she makes severe attacks with some of her actions, Kanade being a complete sadist, and Usami can go completely overboard with her methods. Every one of them is scary in their own way.
They get along because none of them want to let it devolve into a all-out war. Kanade could use all the wealth at her disposal to set up traps and make Usami’s life miserable, while Usami could ask the rest of the Arts and Crafts club for backup. Jiro agrees he doesn’t want to see that happening, someone could die from that. Likely him first, as he tries to stop everyone and get caught in the crossfire.
Jiro asks if Subaru is okay with this, and Subaru told him Usami already knows her secret now, so it’s alright. Jiro saw Kanade has completely done back to ‘Devil’ mode, despite being down earlier tonight. He weeps at that rebirth.
Kanade suggests they stop playing cards now that they can go into the details, and Usami objects that Kanade is quitting while she’s ahead. Kanade then goes on to say it’s understandable Usami wants to keep playing with her, she wanted to be friends after all (ref Vol9). Kanade calls Usamia tsundere, prolonging the game and not being honest with herself. Usami shot back and asks to not be called a tsundere. Kanade then asks if she can call Usami ‘Usamin’, and glomped her. Only after Subaru said it’s late now and they should get on with it does Kanade release Usami. They talked a bit more, and Subaru unwittingly given Kanade more points to snark at Usami. Usami realises Subaru is really a dojikko. Jiro thinks the more frightening thing is the combination of Subaru with the Sadist Kanade.
Curing Jiro within a month, Jiro seems to have been making improvements compared to the start, seeing as he managed to carry Kureha on his back without any problems. Kanade says they need to confirm Jiro’s cured with a smirk on her face, and Jiro decided he needs to escape, NOW. Kanade clamped onto his arm soon enough, nuzzling into him. Usami’s flustered at Kanade’s sudden move, and Kanade says this is just to check how much is Jiro healed. Jiro inwardly thinks Kanade’s just trolling Usami rather than checking his status.
Kanade then says it’s not that surprising she’s hugging Jiro – after all, she loves him too. Jiro’s wondering how can she say that with a straight face, but he’s kinda distracted; Kanade’s lightly biting his earlobes while tightening her embrace onto his arm, he can feel her soft chest even more than before. Kanade says Jiro seems to be healed, if he isn’t even nosebleeding after being held onto this tightly – so she held onto him tighter. She then unleashed her ‘Derechuki’ mode, and Jiro felt before his gynophobia incapacitate him he’ll die from the ‘dere’ overload first – it’s even more dere than the previous times she used it.
Jiro inwardly thanked Usami as she interrupted Kanade, potentially saving him – but then his heart almost stopped as Usami said it’s unfair Kanade’s enjoying Jiro for herself. Usami latched onto Jiro’s remaining arm, and Jiro told her to let go in a panic. Usami refuses, and say it’s because she loves Jiro too. Jiro thought he’s doomed.
Kanade trolled Usami more, asking what makes her love Jiro? She says she can say it out no problem, it’s because she finds him interesting. Jiro snarks back that’s because Kanade keep getting him into trouble. Kanade and Jiro exchanged more comments, her snarking back at every comment Jiro makes. It’s like she’s using up the 2 weeks worth of snark that she didn’t use from shutting herself away before.
Usami then said redfaced that she loves Jiro’s kindness. Both Kanade and Jiro was shocked silent from the directness and ‘shoujo-ness’ of her reply. Usami continued, saying it’s because Jiro treated her as a friend despite all his snarking… as long as she’s with Jiro she feels calm, so she wants to be part of his family. Even Kanade’s surprised, saying Usami didn’t need to go this far. Usami says with a red face she wanted to say this to Jiro anyway, and declared she loves Jiro the most.
Jiro’s on the verge of shutting down due to gynophobia, since he’s being hugged by two girls and being confessed to at the same time. Subaru said his name and hugged his midriff, and wanted to say something. Her blushing moe face finally pushed Jiro over the edge and started nose-bleeding. Kanade finally let go, not wanting to get blood on her clothes. After some more snarking exchanges, Usami stayed latched onto Jiro asked him to go on a date with her on Christmas.

When it said the "next volume" would be the last, I think they took into account that this one was just about to be released and most would refer to it as "this volume". Thus, the upcoming one from now is the last one.
DxD still has a main girl in Rias though. So she still feels like the "winner" even if he does get with all of them.
You got a few series where the chance is very likely (Sekirei, SnO, TLR etc) but Mangakas still seem scared to come out the norm with the choose a girl scenario. Its not even Harem in my opinion, but more of The Bachelor.

I don't know what SnO is, but in DxD he gets them all. Not sure how else you make a Harem end. And in Sekirei and TLR, there are main girls as well (Musubi and Lala).
Back on topic, will the next volume be an epilogue? Like a "where are they now", with short stories talking about each of the major characters?

No, these shows are the exception, not the norm. That's my point. Mayo Chiki is the norm, where the emphasis is on who he chooses, and IMO, that's not Harem.
