Gotta go with Haman Khan from Zeta Gundam. She's the triple threat of manipulative politician, ace pilot and decent hand to hand fighter such that she's able to take on all of the main characters and either win or bring the battle to a draw. Also this is her leitmotif.

Tokiko will be my favorite of the bunch, mainly for her aggressive personality.
Yuripper has a position of authority, so the factor comes natural to her.
Takano has that evil goal of wiping out the town for her research.
Soi Fon has the don't give a **** attitude, as seen numerous times with her subordinates.

Tough choice between Motoko and Shiki Ryōgi from Kara no Kyoukai. While true Motoko is badass in everything she does, Shiki is also, and even won a fight with her left arm destroyed. Very tough call indeed...
