I know this anime is old but I've tried looking for this anime all over the internet. Can't seem to find it on any site and was hoping someone could tell me where I can buy this anime: Dodge Danpei!

My sister and I want to watch this anime so please help if you can.

If you are looking for an release with an English translation (sub or dub) then I think you are out of luck. Never been licensed (with an English translation) as far as I'm aware. It was broadcast in Italy it seems (see ANN, Dodge Danpei (TV)).
