I think Yayoi like most people living in the PP world hadn't experienced any real drawbacks or limits from being under the Sybil system. Whatever issues she could have with Sybil they weren't stopping her from doing what she loved & for all its worth Rina (an unapproved artist) either leaving little reason for her to join Rina in rebelling against the system worse since said rebellions could lead to people getting hurt.

Well, the dominator hurts (and sometimes kills) people too, just because they're deemed latent criminals by Sibyl. At least rebelling might lead to change, which their society desperately needs. Hurting people on Sibyl's orders won't achieve anything. It just will make things worse on the long run.

Just looked back more closely on episode 11, but I'm afraid I'm right. When Sasayama was frustrated about the low coefficient for the guy, he observes at the same time that the victim's coefficient is reach near 100 as well.
If you watch the scene again you can clearly see that Sasayama took two readings; one from the criminal and one from the hostage. So, yeah the Dominator is a lot more reliable in analyzing targets in the environment than you give it credit for.

We already know that the criminal's coefficient goes up when the target is agitated. Knowing this, Sasayama needed a way to raise the target's hue high enough so that his dominator can activate. Therefore, when the target starts ranting about how Sybil destroyed his music career, Sasayama found an opportunity to provoke the criminal by insulting the man's dream. Going by the flow of scene I'm more inclined to believe that Sasayama's taunting contributed a great deal more than Kogami's intervention of freeing the hostage.
However, Kogami probably thought that his was a really reckless idea as he was the one who refused the idea of "shooting everyone" just because their coefficient was high enough for them to be judged by the dominator. He even protested a bit when Sasayama provoked the target, knowing full well what Sasayama's goal was.

I can see there be a series of flashback episodes dealing with each members of the team while building the world at the same time. Imagine the last episode of this "flashback arc" being about Masaoka and the very first introduction of the Sibyl system to the world, and after that we go straight into the climax and the ending.

Episode 12
This seems to be a waste of an episode. There's nothing here that tells us much about the characters and there's not a whole lot of interesting events, themes or dialogue at play. Ostensibly for a Yayoi episode, we don't learn anything about her that couldn't have been handled in a 30-second flashback. The only exception is that we find out just how much of an ass Kougami is, but since the show doesn't acknowledge it, this may be completely inadvertent.
Overall, this episode should have built up the momentum of the previous one, but instead, it sucks the life out of the show.
