What exactly are the conditions for rewinding the world? Fugil rewound it twice for the coup, once because Lux saw Philuffy's corpse and another time because Airi was taken hostage. However, for the rewinds in Volume 15, Fugil had to wait for the Grand Forces to be placed and for the trials in Avalon to be completed. Maybe there's a limit to how much he can rewind before having others complete the trials again.
