He didn't land it, so we'll never know. Let's say hypothetically, Manda had a buddy, a giant stork or something. Gamabunta did that toad oil cannon on fire thingy, and the stork pushed Manda out of the way. Would you automatically assume "Manda would be toast if it weren't for the stork!!" You'd be wrong, 'cuz Manda would have defended it with the skin molting. That fire attack looked like it had Manda beat just as much, if not more than, when Manda had Gama coiled up. But it didn't, because he had a last second defense. We'll never know if Gama had a defense lined up, because Tsunade was being a good ally.
Just like this doesn't mean the stork shouldn't save Manda. He doesn't know whether or not Manda can defend the attack, so if the stork sees a chance to defend an attack for him he should. In the same way, you can't say Gama would be out if it weren't for Tsunade's intervention. We don't know what would have happened, we only know what did happen, and that's that Manda landed no attacks and got his ass beat. Does this make him worse than them? No, because it was 2 on 1. But it sure as hell doesn't make him better.
