I'm not being a smart ass or anything, but to be honest most animes are like this. Romanace + comedy + ecchiness.

Goshuushou-sama Ninomiya-kun
They are noble masters
Shuffle
Rosario + Vampire
Tonagura!
Inukami
Nagasarete Airantou
Amaenaideyo

There's too many that I can't even come up with the names anymore......

Edit: O wait... I rewatched it... My eyes are scarred, it is Eps. 9...
I think ep 13 was by far the most out of all them........

+ He is my Master, Girls Bravo, Ichigo 100%, Zero no Tsukaima, DearS, Hand Maid May, Ikki Tousen, Kodomo no Jikan, Green Green, Midori no Hibi, Please Teacher, Please Twins etc.
With ours together, we've made a good list of twenty ecchi animes! All right! that makes up a good fraction of a percent of all of the animes ever made! My estimate would be that it's around a good .8% of the plethora of anime series of the last few decades. That's enough to qualify as "most" right there.

what about tenjou tenge??

i've started reading the manga and, in terms of ecchiness, its doing well. But, apparently, the anime has been watered down significantly.

nope its still nice and ecchi

edit: i dont think anyone has mentioned Kanokon as well as Koharu Biyori. its uber ecchi, more ecchi than green green so i would highly recommend it!

Hmm, I'm kind of surprised that no one mentioned Kanokon it contains quite a lot of ecchi moments... Maybe I missed it but this is my suggestion.

Love Hina
Shuffe!
School Days
Mahou Sensei Negima
Ichigo 100%

My favorite Ecchi title is Ebichu the House Keeping Hamsterso I would recommend it. Kampfer is a gender bending ecchi show that is EXTREMELY popular in my anime club right now.. It was actually voted in to watch it all within 5 minutes of the club seeing the first two episodes
