Dunno about your "disgrace", but from other sites the campaign seems to be working at least when it comes to promoting awareness of IE.
It should be noted though that the IE-tan campaign was strictly made by Microsoft Singapore as an AFA exclusive, and Microsoft in the rest of the world won't be using her for marketing.

Say what you will about IE-tan, but she got tech-savvy people talking about IE - and when was the last time that happened? I know she got me to actually launch IE and that has to be close to a year.
And besides, she's getting me pageviews. She's now my waifu.
