It's not retcon if the original never showed he could do it.

Nope, he can't make it, period.
Excalibur and Ea are beyond the scope of Unlimited Blade Works.

If I recall, Archer at least threatened to make a version of Excalibur, which he admitted would be weaker, but he'd still do it and just blow everyone in the area to Kingdom Come if Saber tried to unleash her Excaliblast. That's not to say whether he could or not, but he at least threatened to do so, which is why people think it's possible.

The interview with Nasu suggested it was probably "some other degraded sword resembling Excalibur".

Except that UBW does not work that way.

It's a bullshit retcon that doesn't make sense. Shirou can trace Excalibur, albeit not very well. HF demonstrates it quite conclusively.
