Click the marquee tool, make the size/shape you want, click paint bucket tool, select the color you want, fill. Click the marquee tool again, move to another area, fill. The advantage of this is that you can maintain your selected size while doing other things, like creating new layers. If you screw up, you can always reselect (or press shift+ctrl+D) and get it back.

Alternatively, you can highlight the area you *don't* want filled, select inverse (or press shift+ctrl+I), and then use the paint bucket tool.

Just wanted to expand on this.

For CS4 users, Adobe made it a little differently. If you load the whole selection, you can't smooth, contract, expand or feather the selection anymore (greyed out). Instead, there's a new option called border (surprise!). So in case of CS4, it's:

New layer > Load Selection (Ctrl-A) > Modify - Border > Fill the resulting selection with black.

The problem is, 3px and above contains a somewhat strange anti-alias that ruins it all. So, for CS4 and possibly all newer versions, when you want a 3px+ border (which, luckily, is not that often), you have to fill the layer, make sure the fill opacity is 0% (for the layer, not the paint bucket tool) and then inside stroke it with the desired color/layer effect/opacity/whatever in the layer style window.

1) Make border as normal. On a new layer of course
2) Ctrl+T
3) Press shift.. expand to the left/right if you wanted top and bottom border, or expand to up/bot if you wanted left and right border.

Some sacrifices must be made to make room for further improvement. But I understand your reasons. I guess you're lucky to not become as addicted to the new additions as I am.

I have a doubt about one of the tutorials...

With...the selection tool? I don't exactly remember how I worked with it back then (it's a few years already), but after googling some images of the program's UI, there seems to be the tool included.

I use that kind of technique all the time. The easiest thing for me is just to erase the parts you want to delete with the eraser tool.
