Oddly enough, I think it wouldn't be nearly as much fun.

Part of the appeal to me is Haruhi's 'Maximum Power!' drive/insanity, even if it also gives her the vices of that virtue. Tsuruya is pretty sedate by comparison.

That's an interesting question, but hard to answer.

For one thing, it would force the entire premise of the franchise to change.

The Melancholy of Tsuruya? ... does such a thing even exist?

My best guess is that the series would be a bit more lighthearted and fun-loving... a lot of the edge to the anime would be lost, but it would also be a bit more accessible to certain folks who are turned off by Haruhi's personality. Still, what Tabasco said is true too... Haruhi's personality is also a lot of what gives this franchise its power and drive.

All-told, it's hard to say.

Tsuruya has her own TV show that she's the focus of where the SOS-dan are mere background characters.
