Probably a better guess than I thought, i didn't know the context to that paragraph (I mean the history behind Ireland at that time)
My guess was: "forced to uphold their annual duty" - as in it was something they had no choice to do once (or twice) a year.

「最近の若者は」 can be followed only by 「けしからん」.
It is often said jokingly that there remains a scribbling even on a wall in a pyramid saying that young people nowadays are rude and useless.

As Rembr well explained, 「棚に上げる」 is an idiom which means you ignore intentionally something disadvantageous to yourself. Therefore, 棚に上げる男 can be interpreted as the man who sees only what he wants.
