I think Touma and Mikoto's meeting will be while he's getting his ass whooped by Fiamma and will need her to get hurt for him to go crazy and overpower Fiamma. So I don't think he'll get a chance to tell her to go back. It'll be funny when her and Lessar meet though and both end up travelling with Touma in Russia.

The preview of the Vol.21 has been translated:
October 30th, after eleven days after the outbreak of World War III. Three boys, with their secret thoughts, had ran into flames in Russia. To cure the former ITEM member, Takitsubou Rikou, Hamazura Shiage is searching for a treatment. The key is his encounter with the God's Right Seat member, the saint Acqua of the Back. The 'strongest' esper, Accelerator, after a battle with the weakest rival, is being transferred to Elizarina Independent Alliance. Accelerator still haven't found any lead of a way to save Last Order. The key is the magic that contains a mysterious parchment. Kamijo Touma to finally encounter Fiamma, used discretion to escape. The event where Index returns to full health has not come true. The key to that is the resident of another dimension who calls itself a 'Angel' Three different hidden feelings, when when science and the magic cross, the story starts-! Neh...I've been thinking maybe Touma knows the secret of IB but he has forgotten....or maybe in the past someone or Touma himself seal the IB only to his right hand..so he won't destroy anything???....

Japan Prime Minister : Knowing that A.C have the latest technology in the world which they refuse to share with anyone and esper who can single-handedly wipe out an army..not one but 1.8 millions esper, I seriously didn't see this coming at all that A.C. going to threaten us and try to take over the Japan and world...

Like I said, Kamachi has made errors in his science before.
Also, it's not like sensing brain waves (AIM fields) exists in the real world. The closest form of precognition you could get in the real world is just simple prediction from experience, but even that has errors because of how difficult it is to consistently read human thought. You could say that with precognition, you could see your enemy's invisible crosshair. It's as if they were broadcasting their attack, like bosses following a set pattern in third person action games. You can't really measure something like that with normal science, but AC has AIM fields. |

Now There's an interesting topic: Where do Pagan Deities stand in this?
We've heard a few of them over the course of the story, Aztecs gods like Tlahuizcalpantecuhtli, the god of Venus (the planet), whose 'spear' was replicated, and if my theory is correct, Tecciztecatl the old moon god was reference in the grimoire [Rabbit and Moon]. The famous Norse God of thunder Thor and his various magical items (Hammer, Belt, Iron Gloves) were replicated into [New Light] weapons. Odin, chief God of Norse mythology was mentioned through his Throne, which was somehow related to Aurrelus' magic. The closest mentioning of oriental deities are the four beasts- Seiryu, Suzaku, Byakko, and Genbu. Egyptian gods were also mentioned, but only in name as Thelema has nothing to do with the actual Egyptian religion. My personal speculation is that Pagan deities aren't exactly 'gods' in the omnipotent sense, more like a powerful magic being... Like a Dragon, or hell, they might just be humans that attain a high level of magical knowledge, just like how some spells aren't base on Angels or Deities, but on actual human beings like Knights and Saints. If I were to be dramatic, I'll suggest that maybe they were kicked out of the planet by the Angels some 2000 years old, as seen in the rise of Abrahamic religions.
