That's Arisa, Nanoha's friend from elementary school (and the first two seasons).

Basically she got an email from Nanoha, which talks about how Hayate's new unit got formed, yadda yadda. And then there was a picture, and Arisa notes that it looks like Nanoha and Fate are married.

(Rough translation based on low Japanese knowledge.)
