Yes, they aren't going to mash old and new As. They already said they were redoing all Chie and Teddie's lines with the new VA's. If you liked the old VA's you'll only hear them in the base P4 game for the PS2, the Vita version just wont have them.

I don't need dual audio as I seriously love the English voice cast.
All I want is my old Chie VA baaaack T_T It's sad for Teddie too, but his voice actually sounds alot like his old one. But Chie OH MY GAWD it's horrible x.x Hopefully I'll get used to her new voice super fast |

Since it was Atlus that handled the localization and they have confirmed it to have no dual audio option, and that NISA is only handling the publishing part of the European release, chances of it having dual audio in the Euro release is slim to none.
But yeah, I'm not too sure what it is about the business part of things that delays releases between the US and Europe. Changing it to PAL shouldn't be too big of a project for such delays.
