In my opinion, the author knows what he wants to do with the story but falls short in trying to fill more events in the duration of one year. I don't think he wants to make Raku and the other only to experience 1-2 major events during their 2nd year.

What I mean is that I think the author wants to fill his stories with filler so that the readers will experience how much the time passes during their school year like his characters are. Of course it still means fillershit, but at least he still gives us some hints of the background story here and there

Slice of life series tend to do pretty fine. Fractured storyline is not a problem either, looking at how extremely popular 4koma adaptions for instance can get. Read/watch one of of those - the lack of progression will blow your mainplot-centric mind.

The TLR comparison is weird to me: What would be left of it if TLR had no fanservice? Exactly. Barely anything.

As for the initial question, I wouldn't worry about fanservice; it seems very unlikely and unnecessary for the anime to change the basic formula. It has enough to it as it is but only time will tell. IMO it mostly depends on how well the animators capture the hilarious faces and how well the VAs can bring those scenes to life. The plot was never its strong point, prolly never will be.

Let me put it in a different way. Look at early To-love Ru (not darkness) Rito is raku onodera is haruna and chitoge is lala. going further yami would be tsugumi. and other roles are similar their both stories where main guy likes a girl there's clearly mutual attraction but other girl comes into play. The only difference like I said is instead of aliens its different members of the law. In addition both stories have the main guy be fiancée to new girl over sketchy conditions. To Love Ru now is virtually all fanservice while Nisekoi is virtually no fanservice
