Well, again assuming Blitz approved my plan of swapping Golem III attack and Cannonball, by Cannonball everyone is ready for yet another attack and went "Just as planned" instead of "What was that?!"

You can say that, besides, due to their nature, Almighty Janitor is practically everywhere in PT. Louise for example is merely a pawn, she's not sexist, but her gambit determines the turns of event.

Nope. More like Authority equals asskicking instead. However as I said, janitor-effect still applies sometime.

Executive branch doesn't have any leader figure, they have a committee of sort.

And most of them are men anyway, so I guess no :|

No, she was authorized and given intel. Madoka acted by herself, and Squall nearly beat her up when she did.

Okay, apparently I have that explanation in my notes. Ichika was recognized as Class 3 Red, meaning that while he was a small threat overall, he has tremendous potential of being a great factor of deviation in their plan.

And considering V6, they're right all along.

Mostly his unexpected potential development as pilot, despite the irony that he don't want everyone to expect anything, he continue to surpass every expectation put on him.

Even more: They expect him to be a direct threat in the future (hence the assassination attempt), cue V6 and he already become one. It's like self-fulfilling prophecy.

EDIT: Iori also considered a threat because him introduced Armored Stratos, something that very close to ticks out power balance again.
