A vector is graphic defined by mathematical coordinates instead of pixels. Because vectors are mathematical they can be zoomed in and out to and from infinitly with out loosing quality, although details will look awkward in some cases. Vector formats (for the web) are svg and swf.

In anime communities, raster images (pixel based) produced from vectors are often called vectors even though they are not really vector. For lack of better terminology anime fans will also refer to a cut-out as "render" (ambigous association with "computer generated") even though a render is something completly different.

*stares* Itaru Hinoue's new art, ala Little Busters and the above scans, is... different. She has gotten rid of those annoying chins, but her new eyes look rather glazed and piercing.
