I don't think this witch represents anyone who is still alive. More like a dead character we don't know yet. The ripped chair, the dead enviroment in that picture behind her, for me it kinda feels like this is a portray of a already dead person... I dunno why though...first what I thought that she is something like a late sister or so

but I kinda want something to confirm that this picture is real

Which brings us to Beatrice and Asumu. However I also get the feeling this is a very old painting. also there is no distinctive sign that this girl is a witch. It lacks the pride and dignity of the previous three painting and she doesn't show the crest.

PS: Ah Kinzo's wife! Why not... but wasn't she supposed to be rich? I don't think they'd force Kinzo to marry a poor woman.

I tend to think we might go waaaaaay back in time (even before the flashback in ep3), all the way to young Virgilia and young Beato and elaborate that situation there, so we can see what exactly were Beato's circumstances and what are her true motives now (a bit similarly too Akasaka's ark). It looks plausible to start the answer-arks like that.
If that's true, it'd explain the painting, since Virgilia is supposed to be quite young there, and I'm not sure when is she supposed to start/stop aging. Probably her state on that painting is supposed to be around the time she "ascended" as a witch.
It'd also explain the really old fashioned clothes. Her hair-color is a bit different yeah (albeit we could explain the gray color now, that it was the reason of aging many years and her hair went grayish), but even the hairstyle reminds me of her for some reason.
I'm just guessing though, so take it with a truckload of salt.

I would guess it's more likely Bernkastel. It's look a lot like her.

Well... Maybe a young Beato before she died her hair blonde? (Judging from the first portrait she isn't necessarily not japanese..) But I want to know the source of the picture first :P The 'crest is on the other side' thingy isn't that odd, since it could indicate the second half, just for confirmation
