I would gonna agree with that statement, screw that grass as well. Was having difficulty (fire gym) in some part of the game because of that grass pokemon. Fire pokemon suites best for me because of that skill that doubles the damage after a turn, forgot what was the name of that attack though.

Sword Dance sharply increases the Attack stat (2 stages - by 200%), if that is what you meant.

I guess that's that, and I can seemingly observe that during the Mewtwo quest, most of the enemies are weak to fire element, most of the team rocket used plants during that time. I have losing my Master Ball to Mewtwo though.
