Didn't Laura stated in volume 22 that she was going to hunt down Academy City, and was going to establish the British Puritans as the strongest faction in the world by taking away everything from Aleister, even if it means another war? I'm sure she did

Laura's means of manipulation is through verbal deception and to give the people a good reason to follow her even if they don't realize it, the easiest way is to convince the Amakusa that keeping Index in Necessarius is the best course of action.
