Wendee Lee has voiced characters that have a lot of enthusiasm (and those who are a bit jealous), so I think she's the best choice to voice Kuroko (aside from Caitlin Glass).

And BTW, Vash the Stampede is voiced by Johnny Yong Bosch, not Crispin Freeman. And I'm pretty sure that Johnny Yong Bosch can pull off Accelerator's voice:

Spoiler:

P.S. He did state in his Myspace blog in an FAQ entry that anti-heroes is his personal preference.

What is your favorite type of character to play?..
I love the anti-hero - ICHIGO, KANEDA but I'm not too picky about it. Basically, it's always nice to be working.

The closest voice over I can think of that could possibly fit Kuroko based on a prior role would be Britney Karbowski. My example...
Spoiler for Prior comedic role:

If Bosch gets the role of Accelerator great. If not I know of someone who I thought had a similar voice, Micah Solusod. My example...
Spoiler for prior role:

Here's my somewhat finalized dub cast list, using a mix of Californian and Texan VA and not having any VA having more than one role (except the one for Chris Patton, mainly because the Japanese dub using the same VA for Quetzal and Mitsuki Unabara):

Touma Kamijou- Vic Mignogna
Misaka Mikoto- Cristina Valenzuela
Index- Monica Rial
Kuroko Shirai- Caitlin Glass
Ruiko Saten- Lara Jill Miller
Kazari Uiharu- Stephanie Sheh
Accelerator- Johnny Yong Bosch
MISAKA- Laura Bailey
Last Order- Hillary Haag
Komoe-sensei- Hynden Walch
Stiyl Magnus- Steve Blum
Kaori Kanzaki- Kira Vincent Davis
Aureolus Izzard- J. Michael Tatum
Aisa Himegami- Kari Wahlgren
Aiho Yomikawa- Michelle Ruff
Motoharu Tsuchimikado- Doug Erholtz
Pierce Aogami- Todd Haberkorn
Mitsuki Unabara/Quetzal- Chris Patton
Aleister Crowley- Crispin Freeman
Ao Amai- Christopher Bevins
Sherry Cromwell- Luci Christian
Misha Kreuzhev- Karen Strassman

My wish who will do the dub.

Touma - Johnny Yong Bosch or Yuri Lowenthal
Mikoto - Cristina Valenzuela or Julie Ann Taylor
Accelerator - Nolan North or Johnny Yong Bosch
Stiyl, Index, Laura, Sherry, Aureolus, Aleister & Misha - Anyone who can speak a very good accent for their respective characters.

That is because the Japs know: Funimation removes the "fun" out of everything....

But I got my earplugs ready, just in case.

Zero

Not even any news of a controversial religious outrage at the inaccurate depiction of Christianity as an excuse, or any indignation at the many depicted child abuse scenes including mass mutilation and human experimentation to call off the project... I mean, what does an Anime have to do to get some attention around here?

Why do I get my hopes up when I see this thread bumped.

According to the Funimation forum the delays seem to be caused by Geneon licensing issues due to the merger with Universal Pictures Japan. Last time I checked the forum, it said that most of the material had been received at the end of September 2011, but they were still waiting for some other material before starting dubbing.

At this point it is hard to say how much longer we with have to wait.

I'm still surprised Evangelion got through when it did. And believe you me there are dark depths a series will go to to get attention.

It most likely means having the rights to the episodes or the series so they can translate and dub it. However, they are being a little too vague on that subject.

I would guess it would mean the original copies of the episodes and scripts

Most likely. Either way, as of their previous Q&A, they aren't in a position to dub the series. Hopefully, this delay won't lead them to abandoning the license altogether. I really want to see the franchise dubbed.

I guess that now that Funimation made the website a dub is expected to come. I'm going to guess new news around July, if only because that's when the story starts, idk.
