From what I can tell, it doesn't give a reason for why he braids her hair. He just does it spontaneously as usual. Then again, I've only read bits and pieces of Volume 7

Judging from the screenshots the OVA that were released a while back, it appears as though it may be a hot springs and fan service OVA.

She is, but she's being used by Thousand Eyes to help the lower levels grow. I believe this is why Shiro Yasha grants them the territory rights or whatever they're called.

I haven't read that far in, but I think she's more of a side character. Here's my take on things from what I got from a cursory read. Shirayuki-hime was affiliated with no one as someone residing outside Little Garden. When Izayoi won his game against her, she became a servant of sorts. Since her ability over water is useful, he lends her to Shiro Yasha, who is using her abilities to help those of the lower levels. In exchange for this, No Name gains the rights of a territory master, which means they get income from the astral gate and can decorate it as a means of advertisement for their community. The territory master rights (I think that's what they're called, at least) were what Foles Garo had once had before their dissolution.
