Wanna bet something she did that in order to forcefully awaken Yamada's needless status? By forcing him to escape through the sewers he would eventually have a chance encounter with a testament (which ended up happening). I wonder which would have been the result had Blade not come.
Spoiler:
I don't know if anyone read it, but I had a few theorys on my first post here.
Thats one of my theory's, have him awaken and travel the Black Spot and become a threat to Simeon in the future, unless she thought she could take them down.
The other was he supposed to meet someone, Satan is out of the question, but what about Kafka. He seemed to be close to Satan and was the previous right hand of god, which Arca shouted before her death.
Though the awakening is the best theory, since she wanted Cruz to believe she was dead.
Well with Blades explanation about how needless learn about their fragments, that it feels like they "remembered" forgotten memory's from long ago.
But here we have Yamada who can't remember, gets me the feeling that it might be something even Second Christ didn't have.
Disk: Powers tend to blossom as a self-defense instinct in an extreme situation.
Disk: Some people describe it as having themselves "wake up to their true self".
Disk: Until now, you were a resident of the Black Spot, but you felt inferior due to your complete lack of powers and strength. And so you denied yourself.
Disk: But when you came alone to the City, the many dangers you faced activated your self-defense instincts.
Disk: And you came to understand that you are a resident of the Black Spot, didn't you?
Disk: You realized who you really are.
Disk: We did not awaken that sense of your true self.
Disk: In the end, it was you who opened your eyes.
"Alone", that's the key. All his life Yamada had been protected by his sister, and as a result, his needless self never would never awaken.
Arca knew that, she knew her brother was a needless. And so, she faked her death in order to break her brother's shackles, she wanted to let him survive by himself, so he would eventually awaken his powers. But then it happened something she didn't expect: Blade. He and Eve took care of Yamada in her place.
And that ended up make Arca lost all hope her brother would ever awaken, even less when she found out Yamada was being surrounded by more than one needless. And so she decided to kill him, but not before taking the half of the chip she obviously had great interest in.
Though she didn't deliver the final blow, in the end the wound and the high quantity of blood he lost was too fatal for his body and Yamada died. Later after seeing him being brought back to life thanks to Eve's Doppelganger and an electroshock from Disk as well as the unexpected but priceless short act from Saten, Arca refused to let things end like this and, once more, went to finish him off. And then it's when it happened, the development that made Arca change her mind.
A few days later, she heard Yamada was in the center of Arclight's Big Bang. Though at the beggining she seemed to doubt that, her questions got answered when she sighted her brother sheathed in killer girl suit. Her eyes couldn't believe what she saw, he really was alive and fine. Thus, once more, Arca tried to awaken Yamada's needless self, this time with a little help by her part. Again, she would lie to him about this just like when she explained him her reasons for choosing the sewers as the escape route.
Once more, Blade disrupted her plans and again, Yamada found himself surrounded by strong needlesses. But she really did gain something out of that, as before Blade came, Yamada released a little of his needless self, but not enough for a fully awakening.
But then something she didn't expect happened. Disk who found everything, and Blade whom she told, planned to have Yamada come alone to the City, and to make sure he would eventually awaken, made him ingest the Eden Seed pill that would increase his awakening potential by a certain %.
Yamad did as they expected; He came to the City and survived every danger with which he faced, leading him to the point of finally acknowledge his Black Spot resident status.
And finally, the last straw: the death of Arca made Yamada's needless self blossom.
Anyway I pretty much agree with you, so Yamada still isn't fully awaken to use his fragment and that still was enough to push back Arclight. But I really wonder how will Yamada's power will show it's strength? Maybe it will be he who take out all those loli clones of Arca(man I want to snatch one)? Or will it show against a stronger opponent?
Either way I have a feeling that it will happen at the end and it will happen because of something tragic (Blades death?).
I don't necessarily agree with the Arca feeling the need to kill Cruz, remember he still had the second chip in his head which she knew about. She wasn't gonna kill him, but I do think her cruelty was trying to get him to awaken.
With Satan and Arca in the room, they could have planned to have Eve heal any wounds to Cruz, which would explain why Satan let Eve heal Cruz and let Blade escape to fight Arca, since Cruz wasn't awakening.
Then we have them covering their tracks with Arca blaming Satan for allowing Blade to learn his fragment. This allowed them to make it seem they weren't working together to throw everyone off.
I've seen enough to know it can be used at the very least defensive, but wouldn't know what makes you sure it's offensive too. Unless you're talking about bending another persons attack to hit someone else(bouncing bullet effect)?
Well if its defensive, he could always make it apply for offensive. Like ramming someone with a barrier up.
Spoiler for spoiler:
It would be great if Cruz had both "hands of God" as his fragment (of course only one power that could do both).
Let's see what the next few chapters show us and hopefully it won't take long for him to awaken fully as a Needless and also regain his male clothes....
Seriously, he's spent so much time in girl clothes I'm starting to think he IS one...
And the color spread around two or three chapters ago didn't help either....

Spoiler for cruz:
Blade did say he'd treat him as a brother (shield) if he was a needless... i guess blade only saw him as a little sister before , sadly.
Sorry for my writing. Ahem, I wanted to say that Saten, due to being afraid the shard could have killed Yamada, rushed in order to make sure he wouldn't die, and, upon doing that, he was sucked into Blade memories, because he came into physical contact with Yamada. He probably didn't know this would happen, but it was a clear sign Saten can't afford to let Yamada die, because he is his subject.
That isn't the impression I have...
Spoiler:
Saten knows the ins and outs of Ishiyama's Blackout Invoke. He knows all about how the fragment works, why the exits were destroies, why the memories were distorted, how to get out (once he learned about Blade's Stigmata and how Eve obtained Doppelganger), and how to conceal it all from Ishiyama. I suspected that once he saw Cruz get pierced by the memory shard, that he rushed over to make sure he would not be trapped within Blade's memories forever (essentially killing him). He KNEW that Cruz would be trapped in the memories and rushed in there to save him from being trapped in there alone. That's why he was entirely calm when he appeared, he knew he would be in the memories.
But that's just my impression given the quick reread of Chapter 76 (wow, 25 chapters ago?)
Because he still isn't fully developed, Yamada can't use his fragment in its whole, but can you imagine what would have happened during the Bloody Rain arc had he had full control over his power? Instead of bending the laser he would have deflected the trajectory straight Hatfield.
He deflects piercing attacks, blows away flames that can scorch everything in the blink of an eye, freezes anyone attempting to kill him, etc. His fragment is missing link level, no doubt.

Spoiler for spoiler:
And not forgot that time his eyes was normal. We really don't know what this eyes he display in ch 100 really mean or what role paly in his whole power /fragment.
how Aruka already knew Cruz was a Needless? His powers aren't fully developed and Disk's Scan doesn't yield any sort of fragment but she seemed to know otherwise. That information is probably what she was going to tell Cruz before Arclight showed up and stoppped her. There are a few other scenes with her would suggest she knows he is, too, like stopping in the Third Shelter, after the PF Blast and in Black Market. Does that mean he had powers before or is there another way?
I think she always was. Also this make you wonder how much siemon(AA) know about Cruz as well.
Siemon may know only that Yamada is the younger brother/sister of Arca, so maybe someone from 666 knows more? But seeing Ishiyama didn't know about Yamada(maybe because Yamada was in girl mode?). The question is how much Saten knows about Yamada?
Edit: OK. Just watched the new chapter and saw that Yamada used one of those metal things to deflect that rain laser, so I guess it means Yamada has above average strength of a needless.
