The Horizon England is actually smaller than the real life country, and they don't have access to a full size ocean. So food resource is tight. This is why nearly every spare piece of land is used to grow food.

The issue here is that once the war starts, food production and importation would be hampered. So they want to stock up properly in case they got into a siege situation.

They also KNOW that Musashi is sitting on meat that's soon to expire, and was hoping to get the meat off their hands at a discount. But in the end negotiations means that Musashi managed to make a profit. This can't be helped; England need the meat more badly than Musashi is wanting to sell.

Oh I see now it makes more sense, I thought they being a country in neutrality, with all that military power and all they would have access to a more stable and abundant source of food. I guess food is always an issue no matter what age thank you.

Funny thing is, in order to maintain their neutral stance and avoid retaliation from the Testament Union, they're holding a culture festival which would burn through their current supply at twice the usual consumption rate.

There is a saying in Japan that reads something similar to: "bow only when you've the upper hand." The reason this was a wonderful episode was because of the latter part which highlights how two skillful negotiator came into an agreement. Seemingly the English negotiator had the upper hand at the beginning because meat is a perishable goods, but the tables were quickly turned when the Musashi negotiator realizes England will be going into war with Spain in two weeks time. That information alone won Musahi in the negotiation table. Not only that, Musashi is sending an Ambassador (aka hostage) and their top fighter as bodyguard to England so there are no bitter feelings. As a result, Musashi also may gain an ally in England for their future endeavor. It's like killing two birds without throwing a stone.

Is there any gain for England by having school festival??
From discussion before, they will speed up their resource consumtion faster if they hold a school festival right??
Is it a forced move because they cant officially trade with Musashi???

Well if they have a stable supply they wouldn't need to trade with Musashi, therefore it would mean the only way England would benefit is if what they get from Musashi would far exceed what they originally had left. Musashi has 2000 tons of meat in storage, I'm guessing England only have a small portion of that number.

And yes, the joint school festival is a political cover to avoid breaking their neutral stance with the Testament Union.

I just realised something...

Mikawa got blown up after it was evacuated of everything of value, right?

So essentially, Musashi has 200 tonnes of meat because it is literally Province of Mikawa's entire food reserve. There really wasn't any reason for them to carry that much meat, except Mikawa basically told them to.

This means the meat stock is common knowledge, and that's why
1. England knows that the meat is there.
and
2. England knows that the meat is going to expire in 2 more weeks and want to grab a bargain.

Re-rewatch it again, she uses 'Jud' only after she read it up on her book of Far East Slang.

Thinking about it, England isn't part of the Testament Union right? Correct me if I'm wrong but I don't recall their characters using 'Tes' at all...

Being part of Testament Union doesn't mean other political plays don't factor in. It just means you follow the Testament.

and she carries that book everywhere, even flustered when she dropped it, so again she seems to love far east more than England itself

Charles Howard did use Tes in the last episode, although Shirojiro cut in before he can finish his sentence

Because a magical book said so. But also because some powerful politicians decide to use it to gain more power for themselves.
Pretty much like the Crusades; it's not really as religious as it pretends to be. It's just the justification.

Well they're reenacting the Spanish Armada battle between Spain and Britain. Of course they're about what 60 years off from when it should have taken place but oh well.
