BTW, if your wondering, that guy is Keisuke Hijikata, Mio's right-hand man in the anime both seasons.

In the side story, Cold Winter 1947, Keisuke is now Mio's bodyguard since she lost her powers. Possibly a couple.

- I'm not really surprised that a lot of girls don't know how to cook anymore. It's probably because their mothers didn't teach them and cooking isn't a required subject in schools anymore. This is actually on-topic: Cooking, like any skill, needs time and at least some hands-on experience to develop. Basic cooking means preparing food in a way that it is edible and actually comes off more like a survival skill (knowing which flora and fauna are edible, preparing fire and using it to cook, etc). I would think that Witches, like other military units would have been taught at least a few of these skills (Because having a hungry Witch go and gather Fly Agaric Mushrooms for the entire squdron to eat would probably not be a good thing for the surviving members of the squadron). This isn't counting Witches who already had cooking experience in their civilian lives.

Baking cakes and the like, on the other hand is another story...

Baking cakes and so forth isn't particularly challenging per se, and would be considered a luxury during wartime. The latter requires finess and skill, especially in survival situations the Witches may encounter. Les Stroud has demonstrated the importance of cleaning an animal properly before cooking it and identifying wild edibles from the poisonous stuff: for the Witches, those skills would probably mean they'd have no difficulty in following the instructions for cake-baking

...which actually puts forth another aspect: Baking takes time. As you said, it's a luxury during wartime. You would need a working oven and time to prepare and cook. More often than not you'll find that foods served in the field or at bases will be relatively quick and easy to prepare (case in point: Nikujaga). This is probably also why the popular notion of military mess hall food is that it's a disgusting grey slop...

What I find amusing about Nikujaga is that conventional local wisdom holds it to be a traditional Japanese food. In reality, it's less than a century old, and was the best effort of the cooks at Kure Naval Base to recreate Beef Stew, a dish Admiral Togo had sampled and enjoyed during his time at Dartmouth.
