The problem is when he is not worth his salt and just dress without preparations.

You could just ask people keep your appropriate for all ages and reserve the right to remove ones that are rare problem, banning all over one person is wrong.

They would never put overall ban for just one person, must be that more than one person dressed like the guy on the picture in the post above.

But I agree, this could have been done on very easy way - make rules for cosplaying. Tell in those rules what is approved and what is not. People will not be happy because of all possible restrictions, organizations won't be happy because of people still cross-dressing and everyone will enjoy what they received in the end.

I have a hard time believing this, especially that 3.700 different species represent 2/3'rd of all species living on our planet.

Giving that on Earth there is estimate of Eight million seven hundred thousand species alive today, that's quite the number we are lowering down.
