We don't know- but there's no reason to throw it out just because it wasn't specifically mentioned. That would ruin the surprise in Railgun manga.

I find it interesting that Misaki mentions angles while contacting Touma, and that she used a "data burst" method to message him.

Makes me think her ability to to contact his head would be extremely spotty. A brief contact would be fine as long as she's at a good angle in relation to IB, but prolonged contact would increase the risk of IB cancelling it.

It's probably the same as Kuroko not being able to teleport Touma. IB is there which is unaffected by esper powers and Kuroko can only teleport whole objects.
Same with Misaki. Her usual use of her power is controlling the whole body of her targets, which probably isn't possible because of IB in the right hand cancelling the whole effect. That's why she needs the right angle to be able to affect him. Touma can still be pierced by things teleported to him but he can't be teleported away.

guh.... I pity Mitori and that's it. She's just probably being used by Gensei. Gensei's goal isn't to attack the director but the experiment for level 6. His just using Mitori's anger for academy city which is why I pity the girl. She doesn't know anything. She said the clones are treated as substance then what is she? if she only knew what the people in academy city are meant to be. Clue parameter's list and the temple to refine the power of right hand.

I really pity the girl

when she looks like her goal was being reached but the attacked didn't faze the building at all. Heck, it probably didn't even reach Aleister. To even feel the tremor inside it. The attack of Accel's scale was just a shake to the director. I can't even call it a tremor but a minor vibration.

Strange. Why did her ability work? I recall back during the Kazakiri arc, Touma was unable to hear the Judgement telepath issuing an evacuation order.
