Well it looks like you've seen enough anime to warrant a list, in spite of what you state in your initial post

Some more school anime
Ouran Koukou Host Club (well its a club, but similar atmoshpere to a student council i think)
Kamichu! (some ep based solely around school, others not)
School Rumble (just dont expect any romantic progress)
Strawberry Panic (yuri <3)
Kujibiki Unbalance (student council in training to replace the current one... or something. I've only seen a couple eps)
