I think the "sister chick" had some implications for the Goddess Arc, so she might be there.

I just can't figure out how they would do this in 12 episodes. I figure it has to be a split cour.

I think that jumping is actually the best option here. The anime viewers were all "arg, nothing happens in this story". Doing the Goddesses arc now will make people think "wow, there WAS something else" and open a chance for the extra girls to have a flashback arc with them or OVAs. Who knows?
