That's a great news, I now currently got my max-out priority set: Luffy(or who ever is the closest to max out and be my primary items unlocker)-Hancock-Nami-Robin-WB-Ace-Zoro.
One thing to noted is that the news also reveal the level up system that as you level up, the bounty on your wanted poster increases. And there is also a Treasure Coin system where you can equip up to 3 coins to gain special attribute/skill. (A little Kamen Rider OOO action?)

is this only a fighting game? no exploration mode or something?
I was hoping that the gameplay would look like final fantasy or suikoden, more exploration and the character level up... just add filler boss or something

^It's primarily a beat 'em up/hack-and-slasher, but there WILL be some adventure/platforming elements added (I wouldn't expect there to be a lot of them, though....). And there WILL be leveling up, which is done through a bounty system. But as anyone familiar with Dynasty Warriors games can tell you, you shouldn't expect too much else gameplay-wise outside of beating up thousands of fodder enemies (and the usual overpowered bosses).

I personally think that this game would be really great if you can explore islands, towns and cities just like final fantasy...
discover hidden treasures, fight sea monsters and stuff.. oh how I dreamed that a one piece game would look like this equip items and stuff... they could add filler weapons for every straw hat character... it would be also great if you can upgrade the ship and explore it inside and talk to your crewmates..

Yes, excellent news, indeed. At this rate it looks like I won't need to sacrifice extra money on importing this title after all (still, I hope the localized version will at least have the option to switch between English and Japanese voices....).

Fantastic. This sets a load off my mind. I didn't want to import the game if it was actually gonna be localized.~
And as a bonus, if this game gets dubbed it'll be the first time we shall hear a number of characters' english voices. Namely Brook.~

As SOGESNAKE said, your best choice would be Unlimited Adventure/Cruise which is more platform/action genre that is similar say Jak and Dexter. The problem with those formula is that you can't really put too many stages in it and battles are usually not quite as smooth. As for RPG type like FF or Suikoden, I don't know how well OP will translate into an tradition JRPG. Considering that you are basically taking the combat out of it and disrupts the flow of the game. Even if you use the FFXIII format, I still don't think it's a good fit with OP's battles. Maybe a Zelda/Kingdom Heart like action RPG, but even then it'll be tough to incorporate all the characters. There is a reason why you don't see games like Zelda have a party system. BTW, The official site updated Alabasta, interesting enough Mr. 1 is not there. But Bon Clay is!!!!!! Also everyone except Brook is now accounted for and Robin looks delicious...
