Hikari's Name Pronunciation
I think Hikari's name in KonoMini is pronounced "harsher" than, say Hikari's name from Haibane Renmei. Is this because it's a different batch of seiyuus, or perhaps a different dialect? Or am I just hallucinating the difference?

Ah, it has been ages since I've seen Haibane Renmei. I personally didn't notice any difference, but I guess there's a stronger emphasis at the beginning (Hi-)? Another possibility could be that her name is pronounced harsher because Takeru, a male voice, is calling her name most of the time whereas in HR almost the cast were female? *shrugs*

there's most likely no real difference, Hikari means "light" in japanese and in both cases it holds a lot of significance in their naming, right? Konomini may slightly emphasize the fact that her name means light, but other than that I haven't noticed any particular inflection in the way it is said.
